As some have pointed out, geography is somewhat against you here as well as the fact that you're a single male and, for some, don't bring as much to the table (i.e. a partner). But there are plenty of people who play with single males. It's just that with single males it's DEF a buyers market and those who play with them can be, and often are, very choosey. Simple supply and demand. And I know it's hard for some guys (not saying you're in this category) to not think that all swingers are DTF anyone, any time, anywhere. Market yourself wisely. Look at Reddit for example, there are TONS and TONS of subreddits (communities in a sense) that have porn. It would take a tremendous amount of manpower in the state of Utah (as the ISPs will not do this) to label websites as "porn". Most exclusively porn sites (tubegalore, pornhub) are likely already labeled that, but again the reddits and tumblrs of the internet would take forever to filter out. Now, about the opt-in list being held with the ISPs. They already know every single customer who looks at porn. Unless you use a good VPN, they are well aware of every website you visit. That being said, while they might not have a list of people that look at porn, it would be really easy for a hacker to, once they get into the ISP, gather information about everyone who looks at porn and share it with the world. If they couldn't get into the ISP, they could still get this information from porn websites. Unfortunately for the Utah government, this plan is just not possible and is basically just BS to get support for reelections...
