I know that in some places in the USA there are clubs that are held in a large private residence and that is the only way they can exist in those cities. But police have a tendency to treat the whole thing like it is organized crime.
I know that we have members of the community that are cops and ex-cops and they should contact you privately and thus may be of some help or guidance. I do know of one case in Utah where all cars parked by the business were photographed by the cops and folks harassed and thus shut down and another where they simply ran the proprietor of a liberal magazine out of business.

Rooftop Resort - - Hit both of them (The Rooftop and Haulover) a number of years ago. The Rooftop was a little bit seedy to us. We're not hotel snobs by any stretch of the imagination but it was a little run down when we were there. Haulover was kind of trippy. DEFINITELY no kind of swinger vibe at all there. We were there with another swinger couple and hoped it would be a little bit sexier but there were a fair number of families there and at least one with young-ish teenage girls, so it felt a little bit uncomfortable since we are swingers are not nudists. FWIW....
Swinging in Utah - What makes A Pretty Great State a great place to swing? - So I could be totally wrong about why I think Utah is right up there (at least considering our relatively modest population) with many places that are much more...well let's just say cosmopolitan. 5) The high alcohol beer makes us lose our inhibitions quicker.
6) Utah is no different than any other place as far as the number of swingers, etc..
7) It's so cold here we have to swing to stay warm.
