Paradise Lakes, north of Tampa -- nice upscale resort. The dance on Saturday night can get very close to an off premises swingers club. Couples can connect at the dance, move to the conversation pool and then back to your room or condo.
Caliente, a bit farther north of Tampa -- a true resort, very upscale. The dance on Saturday night can get wild but in our experience a bit more restrained (other than the ladies costumes) when compared to Paradise Lakes.

Pleasure Grove -- north of Atlanta near Cleveland GA. -- This is not an AANR resort so they are more relaxed about adult play. It is couples only, adults only. Ugly people and swinging - - A few years ago we met our first "swingers." They were in their 50's, overweight, and not attractive. We eventually met more of their friends who were equally overweight and not attractive. They were always trying to entice us to participate in their "swinging" activities. Five million would build a really small, but intimate swing resort. In this market it could probably buy more than it could build, because property is available for less than the cost of construction. If done well, as a swingers only facility I would imagine you could ask two or three times a normal occupancy rate and get it. Swing clubs keep getting shut down so conquering all the legal issues seems like the first order of business to pursue in any intended locality. Otherwise your property could become just another hotel and very price sensitive in a sea of hotels.
